Non-Parochial Reports The National Canons require that all canonically resident clergy not included in the diocese's parochial reports make an annual report to the Bishop on the exercise of their ministry, and that some portion of them (to be determined by the Bishop) be recorded in the diocesan Journal. In this diocese, we merely record in the Journal the names of those who submitted them. The diocesan Canons require that all non-parochial clergy without ecclesiastical employment who wish to vote at Convention must petition for that vote no later than 30 days before the Convention and demonstrate that they have exercised the ministry of their order in the preceding year. The Governance Office combines these two concepts, and in November of every year, a form is mailed to all canonically resident clergy not employed in our congregations. Those with ecclesiastical employment (as defined in the canons) or who are retired according to Church Pension Fund rules automatically have the right to vote, and their form has a question on the bottom asking whether or not they intend to attend the Convention. Those without ecclesiastical employment have an identical form, except for a question asking whether or not they are requesting a vote at the coming Convention. This determines whether or not to make up Convention materials for them, and only those who request the vote are counted in the base number out of which we determine the number required at Convention as a quorum.
